Is it possible to delete annotations after they have been saved? If so, how is this accomplished?

If the annotations have not been burnt onto the image, then they can be removed by loading the annotation data and call the Remove method on the annotation to remove it from its layer.

If you used the Burn method to burn the annotation onto the image, then it can't be removed.
